Methodological Challenges of Digital Divide Measurements

The purpose of the proposed paper is to give an overview of the challenges researchers are most likely to face when studying digital divide and to present a new, more accurate and comprehensive mode of presentation of digital divide indexes and indicators. When trying to systematize different methodological challenges of digital divide measurements, we have been following the subsequent research directions: 1. definitions and theoretical conceptualization of the notion of digital divide, 2. methodological problems and examples of different digital divide indicators or benchmarks (i.e. reference points for making comparisons), 3. critical assessment of different methods in measurement of the digital divide phenomena.
